The NSW Planning System continues to evolve. 2017 saw several changes. Complying development and the health and safety of occupants were particularly addressed. Independent Hearing and Assessment Panels (IHAPs) are now mandatory for all councils in Sydney and Wollongong for specific DAs. The Land and Environment Court conducted two pilots running paperless civil trials in Class 3 resumption compensation cases. Development merit appeals are set down for trial in early 2018 and it is the Court’s general intention to move to a paperless trial model in all civil matters over time.
