In the aftermath of the Covid Pandemic and now the War in Ukraine, the EU and the United States are eager to work together and leverage their innovative ecosystems and to build up their position in the semiconductor ecosystem.
Leaders from the EU and the U.S. collaborate via the specially created Trade & Technology Council to find effective ways to and realign on their strengths. As the European Commission has noted, maintaining a reliable global market for European products and ensuring security of supply “will require building balanced semiconductor partnerships with like-minded countries…[with the aim of setting] out cooperative frameworks on initiatives of mutual interest and seek[ing] a commitment to ensure continuity of supply in times of crisis.”
The United States has also acknowledged the importance of formalizing cooperation with allies in fostering secure supply chains. It allocated $500 million over five years for the establishment of a Multilateral Semiconductors Security Fund, which includes provisions for developing harmonized export controls, intellectual property rights, and foreign direct investment screening.
Our panel will explore how to put these ambitious plans into action and what it will take –on the ground- to execute against this strategic realignment.
Issues to be discussed include:

• The subsidy race - analyzing European and American approaches

• Over-reliance on Taiwan or underdeveloped partnership?
• Structures for ongoing transatlantic cooperation
• How can the EU and the United States collaborate effectively to create a viable semiconductor ecosystem
